There's actually both. The Mafia thing is not as bad as maybe 15 or 20 years ago but it's still there.
FARC are loosing strength too but have ties to common delinquency within cities.

Munich was simular, bike paths next to walking paths... was weird and dangerous East london has a green way which connects to the thames walkway http://en.wikipedia.org/wiki/Greenway,_London Easy for bike riders to go into central london

Like that one, the biggest bike route in my city:

As you can see without any set of simple rules, its a complete mess. Sure if you're Sunday driving its not bad. But most of us are just trying to get form A to B as fast as possible. Dodging pedestrians that are unable to look in any direction arent really helping. And thats why Copenhagen (and Bogota) look so good. They have actually made the roads also from the bicycle drivers point of view.

Yup. I live 20km from Copenhagen. I rarely want to drive in there, mainly because there's a hell of alot of bicycles which you do NOT want to hit. But yeah. There is this bridge where there is a counter that resets every day that shows what number bicycle you are that passed that bridge. The number is always huge!

Just a prejustice! 1) People drive like shit (left lane only, slow driving, no neck watching or calculating speed of others)! 2) Plenty of speed limits (due different reasons, most of the time making nonsense)
