Yeah, but let's be honest and ignore any kind of humanity:
Being a dictator, you are not able to keep yourself in position without having the balls to put down a rebellion seriously (strictly: having no scruple to command and fulfill a massacre). Remember Tian'anmen Square 1989! Besides thousends of human lifes, the Chinese have nearly killed all desires of resistance until today.
Mubarrak failed on this, because the army disobeyed.

Realistically, yes it all relies on the person's in power ability to stem the protests. In Libya the Army is also refusing to fire upon it's own people. So you know what he did? Hired in mercenaries from elsewhere in Africa.
However, this is, and never will be, a permanent resolution. Why? The people always get what they want. Their numbers can be bigger then any armed force pushed against them. And honestly, especially in Africa, if they so wish they could get their hands on weapons at the snap of a finger.
Pushing with force only leads to force back; it works both ways.

Noticed today, that people from "freed" Eastern Libya are on their way to Tripolis. Hopefully Gaddafi will get caught by the mob before he had the chance to go into exile.
