Well, Dreamweaver is good for websites.

I prefer phpNuke - that is the best

No code learning required!!

The topic is/was about her asking for photoshop help, or something. Then we went gaga for a bit.

You must admit thought, phpNuke is freakin sweet. So many blocks and modules!! I love it!

The layer that "takes out the whole of your picture" is in front of the layer with your picture on it. To get your picture back you need to send your background layer to the back. I'm not sure how to do this in Photoshop, but I'm sure some nice chap with photoshop experience can let you now how this is done. You also need transparency on all your layers except the back one in order for the layers further back to be seen.

Actually its really easy, you have to erase all backgrnd on your picture and leave yourself standing there (hahaha, laughing at me explaining), then you could copy the layer and but 'the' or 'a' background behind the layer with your pic and the (original)background would remain always behind, you can always delete this too, and putting a layer behind the other is easy, you just click and drag the layer (from the panel at the side) and drag it downwards behind the layer you want.
Remember always to use transparancy and work in RGB colors, but I guess you already knew that.
Hope that helps.
