Promoters in general (not just america) know how to promote, they know how "promote", to book venues and advertise they are sometimes not the best at judging talent, unless the promoter actually listens to the audience or has an ear for things they'll usually rely on another DJ to help book the talent who in turn books all their friends making sure than any DJ better than them that might steal their thunder isn't booked, anyone in competition with them (another promoter, record label or website) is not booked but making sure whoever brown nosed the most is booked.
Best way to get booked, create something yourself, create a name for yourself outside of having to get on a DJ lineup like get tracks released on bigger labels and improving your skills...
