No. It`s a non electronic quote. It was said by some random on the internet or something, it has absolutely nothing to do iwth EDM.

It's true that I hadn't heard that song before, so that phrase must have come to me by some other source. Gotta admit it suits Hardcore pretty well :D

This other pacman track is quite banging too! I will investigate the album it is from asap.
