None are better. They are all mostly equal in that you can get the same results with them all. It's just down to preferance really which one you consider to be the best. They all also work in essentially the same way. FL is good to get started though as it's very simple and quick to use.
For example, Nu Foundation uses FL, so don't worry about limitations, there isn't any.

be careful with which one you order
edition is 'very' limiting
producer is ok as it includes automation & you can always use your own vsts
dunno if signature is worth the extra money tbh so someone else will have to point you in the right direction there

I use FL. Im not that good (check my latest 'demo' out) but on the whole it is worth a try. I don't know anything about Reason or Cubase so can't comment on them.

The thing is most professionals use Cubase so if you want to really hit it out, you need to be careful what you use. It's way easier for someone to remix your stuff if they can grip up a Cubase project file rather than fiddle about with lots of MIDI files.
But the other posts are right, it's really about the skill of the producer. For example this song was made with FL Studio's DEMO and it was easily the biggest song of its time when it came out in America:

Maybe FL isn't such a good choice if that's the sort of stuff it comes out with :p. Bad choice of tune to demonstrate a programme's capabilities dude.
