I think it's a pretty decent and fair idea personally. Make more sense that trying to give people huge fines or whatever. If this was actually passed I think it might make a lot of people think twice.

im not a peado and hanvt downloaded any peado shit but im assuming they cant tell what people are downloading as if they could then a lot of people would be getting stopped before things get out of control..
illegally downloading can only be stopped if certain sites are banned, as in you get you eyes removed if you set one up and get caught or the internet is banned as a whole.. drugs, there illegal, yet people still deal, buy, take them...

nobody is saying you're a pedo. my point is they CAN see what you're up to if they want to
because so much filesharing goes on its never really been in the spotlight until more recently - the police will deal with the pedo's first as thats an easy open and shut case. filesharing is harder to clamp down on.
my point is dont assume that they cant see what you are downloading.

Wilky, of course they can see what you download... they have your IP and once they have it, they also know your provider, location, OS etc.
